CASA requests comments on the proposed Part 145 Manual of Standards Amendment

SUMMARY:
The Civil Aviation Safety Authority of Australia has published CD 1525MS -- Proposed Part 145 Manual of Standards Amendment Instrument 2015 (No.1) for comment. 

MAJOR HIGHLIGHTS:
The Part 145 MOS specifies matters affecting the maintenance and airworthiness of aircraft for the purposes of Part 145 of CASR. The Part 145 Manual of Standards Amendment Instrument 2015 (No. 1) would extend to Part 145 AMOs the privileges afforded by regulation 30 of CAR to carry out maintenance on non-RPT aircraft.

Some of the amendments in this instrument remake provisions of the Part 145 Manual of Standards Amendment Instrument 2014 (No. 1) (the previous amendment instrument), which was disallowed by the Senate on 18 March 2015.

The proposed changes to extend CAR 30 privileges to Part 145 AMOs were not included in the previous amendment instrument.

The MOS amendment would also correct and clarify certain aspects of the Part 145 MOS, but does not significantly alter any existing policy.

All comments should be submitted via the Project Leader, David Skeoch, by close of business 18 December 2015.

AEA COMMENTARY: 
The Aircraft Electronics Association is pleased that the CASA has addressed a number of issues raised by the membership. The AEA is reviewing the proposed amendment and will be submitting comments before the 18 December close of comment date.
